Cannot Delete the Huge Space Between Two Rows

I use evolution 10 and I cannot delete the huge space between two rows on my home page. On the design screen the two text objects are side by side and look normal but when you preview, there is a huge gap between them. I have tried many suggestions here like changing the inside and outside margins of the two object and deleting the space at the end of each text box all to no avail. You can view this on the home page of http://www.fmti-competitionpolicy.com/ where you will see the gap between the scrolling text at the top and the first paragraph.

If you are referring to the area between the scroller at the top and the image below named mission, I think your html code used for the scroller added paragraph tags that needs to be removed.
The reason I say that is I see that the scroller stops when you move the mouse anywhere in that empty area.

I did not use any specific html code but the rollover feature
Joe,
You can set the hight of the rollover settings in the rollover settings box.
Test and see if it's ok, then readjust if not. I think about 50 will do, standard it starts with 150.
