So 11 Creates Tablet and Mobile Sites Automatically

If this is true why are the mobile templates, do you really need to make a mobile site or you can use 11 on its own and it will resize to fit.
I see there is a redirect code here, just want to be sure before buying 11.

Hello Michael,
the websites created with the program will be adapted to the screensize of the mobile device. You can also create a website only for mobile device where you optimize the content. There is no redirect code in the program it is always used the same website adapted to the mobile screen size.
