Why can't I search for pages that are opened for viewing, but locked?

What in particular are you searching for? Not all objects are catalogued by the built-in search engine.
As long as you are logged in then locked pages should be incorporated in your search results, subject to the other constraints I refer to.

I want page title to be searchable before logged in.

The pages since locked cannot be seen and it's why you cannot find them if not logged.
