no there is no such an option whitin the program.

in version 11, there is an option that you can make the menu scroll with your page, so as the result, your menu will stick to the top of the page but still you can not make the header stick to the top at all the time.

you might be able to do that using 3rd party script or writing your own script and implanting it inside x5 program.
