I made the block definition of web pages which I prepared everything from beautiful
panel can not open a new topic, but it is not an option works only comment admin approval
How do I allow the admin user to add new topics from admin panel

Hello Bahadir,
is not possible, you can add a dinamic object and set the user or admin for modify the text or insert immages insite that.
