PayPal not work

I localize sites on the Croatian language, but does not work with my shop
Integrated PayPal account stops at step 4.
The same website in English and German are working normally.
Please help

PHP 5.* is installed and working correctly on your server ?

That PHP works ok. it is a different language. My store is in English operating normally. Translating them into Croatian everything works fine until the completion of purchases respectively. Everything stops when the button is clicked pay now. Step 4 does not show page and a PayPal button.

The problem in the webshop
Form does not accept diacritical characters (čćšđž)
and can not handle because PayPal does not work!
Please help
