This error is almost always due to a localised network issue (e.g. firewall, antivirus, proxy server, etc.)  -  try temporarily bypassing these or switching them off.

Alternatively, you can download the updated setup file here:

Once downloaded, right-click on the file and select 'Run as administrator'  -  this will install the new version over the old...  there is no need to uninstall first.
