Can anyone help to explain how to add google translator on the website header.

First go here:
http://translate.google.com/manager/website/?hl=en
Follow the instructions and copy the code which you are given at the end of the procedure.
Then use the 'Insert HTML Code' icon on the editing toolbar of Step 1 General Settings > Template Customization > Header tab to paste the code which you received (please see the screenshot attached).
Please note that you can only insert code/objects into the desktop template header - this feature is not available in the responsive template.
