The OP specifically asked for clarification if he were to purchase WebSite X5 now.
It was extremely generous of Incomedia to provide any free upgrades to version 13 , at all. There obviously has to be a cut-off point, and a software company could not be expected to prosper were it to give away all its new releases to every previous customer.
Existing customers who have purchased earlier versions can usually upgrade at a discounted price by checking the 'Offers' section in their profile:
