In Footer, Option Tag: H1 has no effect?

In the "Footer," "Title" object, the Option: Heading Tag: H1 seems to have no effect on the text. See the follwoing images. Ideas?

Heading tags are used for SEO purposes and do not necessarily affect the visual appearance of text.
