If I set WebSite address URL to https, the program still use http.
To get https URL adress, you have to find the details for it within your host. You can't just change it in the program. You will find it under admin SSH&FTP I belive. Check your hosts suportpage first.

I thought that when I set https as website address, then WebSite X5 will use it on my website. When i link to my blog, WebSite X5 use http and not https.
Since a https url indicate that the site are uploaded on a more secure way with encryption, you have to do a litle more than just write https in your url, cause if you haven't uploaded it as an sftp, it still will be an ftp and have just an http url.
If you look into your webhostings suport, you will se that to get this right you need to change a few things in the last step before you send your site out on the web/hosting.
In my hosting I see that I have to change server type, ftp adress, password and port if I understand it correct.
But I haven't quite figured it all out yet, but I'm sure there are someone who know a bit more of this things.

To have https you need to purchase the service on your hosting space. Contact the hosting support and they will be able to tell you how to proceed.

I HAVE purchase the service, but X5 don't handle it. I have set WebSite address URL to https and when I link to my blog, X5 links to http!

The links created automatically in the program are by default http: but you can add the link manually to https: so the program will handle it.

This is not true. If I link to my blog it goes to http (not https).

I test it in 13.0.1.16 Pro. Just simple project with export to disk. My generated code:
