Long page or site with sub topics

I would like to build a site similar to the one in the link:
https://www.epson.co.uk/support#drivers_and_manuals
When scrolling down then a sub menu with 4 topics (Product downloads / FAQ / .....) is shown. When clicking on one sub menu then the customer goes directly to this part of the long page.
Is that possible with this program (professional 13)? is ther a similar way to do that?
I'm looking forward to get some advice.

Yes you can add "anchors" to any cell on the page. You can then specify the link from any text, menu level or graphic to the page and the anchor.
First add anchor to cell.
Then choose the text, graphic, etc you wish to link to the anchor.
When you select link, select webpage and the the downarrow will offer a list of anchors on the page to choose from.

Thanks for your help, but how can I make that there will be an other Menu, just for that page, showing up when scrolling down?
I would like to have the main top menu for the site and then when scrolling down the page the menu just for this page show up, is that possible?
Raphael, it would not be hard to create "a menu" like on the example you provided above by linking either text, images or graphics to other pages (if you don't want them visible in the main menu, simply make them hidden)
