There are 2 rows on the page in this example below. How can I decrease the space between the first and second row?

Aaron, are you referring to the 2 columns and the space between the text and the picture?
If so, you can edit the margins of each cell.
(4) Pages, right click each cell, select object style, edit and you can modify the inner and outer margins on each side as appropriate.
