No PayPal guest checkout

I'm having a problem that when guest click the BUY NOW button to pay using PayPal, there is no guest checkout (refer to image). PayPal page just showed Log in and create an account button. How can I overcome this issue. Please help.

Did you use the PayPal payment option in the program?
Can you please write me the URL to the website so I can make a test order to check the issue?
