File 'modified' date changing

I have a number of 60MB mp3 files. When I change my website (with no changes to these files) and then click on 'Export the website to disk', the 'date/time modified' changes on these files. As a result, when I upload 'only the files modified', these files are unnecessarily being uploaded. Drives me mad!
Could this be fixed, please?

If something is changed on this page with the mp3 files, this page is re-uploaded, even with changes in the menu, template, language etc.
Alternatively, you could upload the mp3 files separately (Filezilla (in your own directory)) on the server and link as an external file (relative or absolute). this will not happen in the project size or in the upload.
