How to create responsive website?

I have Website X5 Start package and can't find the Enable Responsive desing setting, or any other responsive website related setting. How can I make my website responsive? Or blank templates are not responsive?

Unfortunately Start does not do responsive websites. If you have owned it for less than 30days I am sure you can get a refund, but under your profile (top right) you should see a menu option Offers, here you should find you can upgrade to Evo with a significant discount.
