I am using evolution 15 and struggling to understand how to make the content fit on the different breakpoints. When I adjust the menu it changes for all the breakpoints. Is there a way to adjust each breakpoint so they don't effect each other? Please help, as an organization is counting on me to come through making their website friendly to all platforms.

You can re-insert the Menu object for each breakpoint, hide the automatically inherited Menu object in all smaller representations. Always work from top to bottom. Thus, the automatically accepted menus remain, but are not effective by the suppression.
