How to insert text in mouse-tip please

I am trying websitex5_professional 17. I have downloaded the manual, but I am struggling with the following, using the template called TJ Law Practice.I just cannot edit the tip content text in the following screenshot, although I have read mousetip over and over. Kindly send me a picture on how to change it.

Assuming this is simple text in a box, then any link can have a mouseover tip.
Simply highlight the text and select link.
Then select the tooltip tab
You can modify how it looks here
