I have set up a working 404 page on a live website. However, some scanners report the website does not have a 404 page. The 404 does work and has been tested. However, the report puts doubt in the customer's eye. Are there any changes that I can do to get the scan to report properly. The last software that I used did not have an issue with 404.

I see two separate error pages:
www.rops-cab.com/404.html
www.rops-cab.com/error404.html
Only one of these is in your XML sitemap, the latter one. Is that the one you want to use?
How did you set up your 404 page? Did you use the 404 page feature built-in to WebSite X5 (https://help.websitex5.com/en/v2020.1/pro/index.html?mappa.htm) or did you use a manual method?
It would best to remove the duplicated 404 page from the server.
Also, there is a possibility that your page redirect (from 404 error page to home page) is confusing the software which you are using to test your site. Depending on how the tool is set up it might not 'see' the error page, but instead see simply a redirect from one page to another.
