Cash on delivery display/hide with specific value

I search code for way to display/hide "Cash on delivery" payment method for some specific money. Has someone the solution for that?
I search on the web but I cannot find it. Can anyone help me with this?

I need something like the above for ecommerce as not always display the cash on delivery because restriction on my area. For example 490€ is the limit for cash on delivery. Over from this limit i want see on cart only the another way for payment.

Since this is currently not possible with the software alone but requires the integration of custom code, the Staff cannot provide support for it

I understand, if someone from the community has done it or even seen the code about that it would help me a lot.
Stefano could you give me some tips, how to make the submenu list from the menu always come up and right. I can not find in your code where this point is to see the name ID and the class.
