You need to configure this possibility from the PayPal Commerce Platform section itself inside the software. You should find a dedicated option for that

Keep in mind that this option is not available for all countries and yours might be among those. In this case, it is simply not possible to display those fields until PayPal changes its policies on that

I have configured everything alright and my country accepts standard credit card payments.i have attached to pics,one showing the configuration or intergration to paypal and the other showing what i get when testing my site.
