Ich habe festgestellt, dass wenn ich Schriftpakete von Google-Fonts herunter lade, immer nur die Schriftdateien im TTF-Format enthalten sind. Wie bekomme ich die die anderen Formate (WOFF, SVG, EOT) bzw. existieren die überhaupt für alle Google-Fonts ?

Du kannst das ttf-Format mit einem online-Converter in andere Formate umwandeln. Zum Beispiel https://www.fontconverter.org/de.html
