Link to anchor instaed of page in the navigation menu

All pages I add to my sitemap are automatically included in the navigation menu - but if I want to link to an anchor in another page (from navigation menu) - how to do that?

1) Create an anchor.
2) Create a level.
3) Create an anchor link.
