I wish to add a viewable blog page with the sidebar widget and have it viewable by all, but only allow authorised users to add new articles or edit existing ones. Is this possible? The website management part of the control panel doesn't seem to have this ability? Is there another method to post new blogs from an access management user but have all those currently posted viewable by the public?

No - that is not possible.
The blog-posts have to be created in X5
If you want this feature you have to use some real blog-software like WordPress.

If you choose to use alternative software for the blog, you can still integrate the blog into your X5 project.
