You ask a simple question - but there is no simple answer to it.
SEO optimization is a very complex matter. I think you have to read a lot, to maybe come closer to the answer.
But I could be wrong. If there is a good meta tag that will ensure good Google search ranking I will also be very interested to know the answer.
The desire for a good meta tag is understandable, but if there was one, everyone would have it, and the result probably wouldn't be satisfying for everyone.
