How to create a bidebar ?

I want to create a sidebar with a text. Don't want any links to the text. But even after scrolling, the sidebar should remain in the same position. I could change the colors, position, and opacity of the sidebar.
Please help.

Only thing is, that I wondered why you in the same thread where I suggested to use it, then came up with exactly the same.
