Problem with menu in header

If I try to use a button type menu in the header everything looks ok in preview, but after exporting to the server the header appears as a solid block of blue with no menu. This doesn't happen when using a hamburger menu.
What, if anything, am I doing wrong?

Possibly export the website to a test directory and post the link to the test directory here so that the experts can look at the problem.
Or at least post screenshots, but a link would be better.
