I guess you are talking about the large text area in your contact page and you are using Chrome as your web browser.

In this case I can tell you that is this browser that handles this kind of text area in this way, you can test it looking for text areas in other sites and try to check your site with a different browser.

Moreover, i can tell you that isn't really a big problem, I see this behaviour with chrome since the first chrome release and in every sites.

That's not browser behavior, I see for example on youtube that is some way to block this thing f.e. in horizontally.

Go to youtube, watch any movie and go to share on yout web, you'll see there this kind of window which is blocked horizontally.

Actually, there's some CSS code you can put in your site's header to lock the textarea resize.

Just go to step 1, click on the "Expert" tab and paste the following code in the "Custom code before the </head> tag" field:
