Если у вас хостинг masterhost, то в файле .htaccess должна быть директива
AddType "text/html; charset=utf-8" .html .htm .shtml
попробуйте сделать так.
Если не поможет, вам надо обратиться с вашим вопросом в техподдержку хостинга
