The NEW Multi-Lingual Welcome Page and it's different Languages

Could somebody explain in detail how to set up the new option to have the welcome page as a Language selector and how to install the different languages?
I can add the Welcome Page plus the flags but I do not understand how to add the different languages.
Are they special files that convert the site or do you have to build the same site in all the different languages and some how link them to the flags?
Can anybody help?

Hello Graham,
You will need to create copies of the main project and translate them to have the best results. Once done you can link the flags to the translated projects, which will be exported in online subdirectories of the main project.
You can also use the google translate plugin in your Header so that it will be translated automatically based on the choice of the user but it will be an automatic translation.
