UTF-8 £ error

How do I force UTF-8 to be used on web pages. I ahve an error with the GB Pound sign, in that it displays as £ instead of just £. Various suggestions say that a .htaccess statement has to be placed in the code, but HOW and WHERE. Also with the UTF-8 , WHERE should this statement be placed, and HOW.
I have the programs setup with an ISP in FRance, and now the problem is solved, but the UK says for their website, it is not their problem, but mine.

the .htaccess file has to be uploaded directly in the root of your hosting space where you need to add the code to force the use of UTF-8 and the best option is to create this file directly online on the ftp hostign server so you will be able to create it.
