Page not rendering properly on server

I just finished placing a one-page "under construction" page on my development LAMP server. I have attached a partial screen print of how it is rendering. I have also attached a partial screen print of how the preview in X5 is rendering. I'm sure it must be a CSS issue, but I'm not sure what server settings to tweak to fix it. The page renders, but without any graphics or CSS. There was nothing else on this server and I uploaded it via the ftp tool within Website X5 Professional 10. I uploaded the entire website and all of the directories and files are on the server. Any advice would be appreciated.

Update: I deleted all of the files on the server that had been uploaded by X5. Then in X5 I chose to save the site to a folder. Then I uploaded the folder manually, via FTP, to the server. It works now. I'm not sure why the initial upload (and subsequent updates) didn't upload all of the files, but they didn't. Once I had done the initial upload, updates work fine.
Is this a bug in the program?

It can also depend on the hosting server because sometimes they need time to show all files uploaded and after some minutes then it works.
Instead of exporting it all with an external client you can also try to start the program with the right click as administrator so if there is a program blocking some files from beeing sent like antivirus/firewall it will allow to upload all.
