If you mean that you only have the website online and no backup somewhere else (pc or mem stick), then you need to start over again.

You can use offcource text and objects from the website but you can not create a new project from the website.

if you have back up of your project file, ofc yo can, you need to import it, however if you don't have copy of your project file and you have html version  (published) of your website, then the answer is no, you can not import html pages inside webx5 as project.
