How do you add a Post or make a Comment?

I have looked around this site for a way to Comment on a Question, I didn't see how, It should be easy. Could someone explain it in a response?

You should see a box below, type your text there and press post button.
see prtscrn
When apost wasclosed, nofurther commentcanbe enteredmore.
A postcan beclosed (green) by the author (opener) of the post.

I have two questions :
Can somebody tell me how to improve the responsiveness of my website, so when it appears on different screens (monitor, smart phone), visually it's better shaped ??
sometimes when people go on my site and enter www.sitename.be, they get the message that the site is not available; when in the top ruler they then change https to http it works and continues to work on that computer ???
