How Much Do You Have To Score Before You Can Post?

This Forum pages says you have to score at least 50 % to post but it is actually much higher.
The button stays red at 60%
Green at 67%

The minimun is 50%. Can you please send me a screenshot about that and tell me which browser are you using. Could it depend on the fact that the page is still loading?
