X5 HOME 10 has NO custom templates to edit or create

the help window says:
"Click on the New Template button in the Template selection window to bring up a preview of a new template in the Custom category"
But, there is no New Template button!
In another place the help window says:
"Open the Template selection and use the filter for the Categories to display the custom templates.
§There will be at least one custom template in the list. You can select it and click on the Edit... button (or double-click on the template) to open the Custom Template window."
But, there is no custom template in the list.
Apparently the help file doesn't match the version of the program I just installed.
So, how do I create a template from scratch?

Please take note of the following statement on the very first page of the version 10 help file:
"This WebSite X5 guide refers to the Evolution v. 10 version but may be used in conjunction with other versions of the Program, bearing in mind the specific functional differences between the various versions."
The 'Home' version of WebSite X5 is a very basic version which does not offer functionality to create new templates.
