Advertising message (V11) comes up every time, not just once

Hi
I have an advertising message on my home page (incidentally, why won't it go on my Welcome Page?). Its a box, centred, fading in. I've attached a screenshot of the settings.
The problem is that it doesn't appear only once, it appears every time I go back to the home page from one of the other pages on the site. This happens in preview and on the copy I've saved to a folder on my hard drive.
Can you help?

Hello Donald,
The advertising message uses a locally stored cookie to determine whether or not the message has already been displayed in a user's browser.
This mechanism will only work correctly once the site is exported online.
