Our internet shop customer try to pay via paypal however when he  pay in paypal some tax add to invoice sum. How go out from this tax in PayPal so that customer can pay exactly invoice sum?

I am attached invoice with all taxes - 28.62 € (market by yellow) but when customer pays via paypal - 8.72 € was added to sum additional  (market by red)
