version 14 will open projects from version 13?

Logic suggests:
Yes, and v12, v11,v10, and v9.
It's the same as with the previous versions.
Next versions have always imported previous version as far as I know.

Yes Version 14 will be able to import project from Version 13 and also older Versions like Andre wrote you.
