I am having trouble with database not working for online inventory

Ok so i have a shopping cart set up.
i can only get the cart update button to work if i use the FTP user name and password.
i have started the DB on the hosting site.
i have tried using the server ip address and the admin account.
i get a fail on the website test.
the db works fine offline but will not update online.
i havd the items set for qty 1 if qty drops below 1 then out stock should work.
i have the cart set to go database not email.

also no matter what address i use when i upload it tells me it's wrong under general settings if i say no to fixing it the site
uploads just fine. I have tried a dozen diffrent url's and i set get that message that the site and the upload do not match.
the site does publish and is online.
