I have the WebsiteX5 11 license, is it possible to upgrade to 12 version?

Yao, if you owned and had registered a copy of v12 then you could have downloaded v12 here under your profile.
Your only upgrade path is to purchase v15, but remember that if you have an existing project in v11, you will need a working copy of v11 in order to export the project to create an iwzip which could then be imported into v15 evolution or professional.
