How to create a header with the short expansion to the page that means a scrolling down of the header.

Hello George.
You can't do so. Only thing you can do is, you can create a header that will take entire screen or a part of screen.
For example, If you are creating header for Desktop then your header maximum dimension should be 1348X768 and minimum dimension should be 1348X0. If you create your header for 1st one then when someone visit your website, they will see the header that occupies the entire screen and then they can look forward.

George, the sticky bar menu can be constructed in such a way that it appears the menu always floats and stays top of page, you can even design a home page with no menu, but the minute the user scrolls, the menu appears.

in WebSite X5, it is not possible to set the Header itself as fixed, but as Esahc suggested, you can use the Stickybar option to obtain the same effect. You will find the Stickybar on Step 2: in the General section, you will be able to define its general settings, while in the Contents section you will be able to add contents. If you want it to reproduce your header, you just need to add the same Objects.
Remember to adjust the Stickybar on each breakpoint, so it is well optimizer for each resolution.
