I did not back up web projects when installing windows. Is it possible to download data with the web in some way and import it into the program?

No - it is not possible to import html-pages from web, into a project.
If you have a iwzip file it can be imported and then you have the project.
If you don't have a iwzip-file, then you must re-create your site(s).
However - one of the advantages with X5 is, that it is rather quick to construct a site if you have the structure and all the material - and you have images and text.
Sorry for this - but the iwzip file is a very important file to have.
And - now is the time you should consider to upgrade.
But I also have to say, that the ver. 12 is the version that gave best value for the money. You should also know that some smart features that was in ver. 12 is no longer there.
