Website template not the same as preview when exported

The wesite preview is not the same as finished exported website. The template at the top is all disorganised and overlapping especcially on mobile and tablets. The pages are not as bad but are still not the standard required for our website.

(It > En) ... adjust the header objects (and also the footer), in the various breakpoints, because they come out of the relative layout ...

This is what the header looks like on mobile phone. Yet it looks ok on desktop. I dont know how to sort it out
