Custom code inserted in wrong place

I have some CSS code that I want to insert "Before closing the HEAD tag"
However even though this option is selected in Page Properties/ Expert, looking at the code produced it has been inserted at the top of the BODY section.
Is there something else I have to do?

Try to press "CTRL" + "Preview" (click on the eye into the UI on the top right) to rebuild the whole website...
