Version 2019 and static vertical menu

Hello!
I just downloaded the 2019 version. I imported my project created in version 12 (http://zus.sarata.pl/emerytura/).
I made some modifications, because I already have a more advanced version. However, I can't create a static vertical menu (http://zus.sarata.pl/emerytura/2019/).
I really like using this kind of menu. It is effective on panoramic screens. I am asking for suggestion how to solve the problem.

In the end I managed to display a statically vertical menu.To this end, I set a considerable amount of minimum content height - 700 and stretched the menu to the entire height of the sidebar :-)
