I created a new web site and I have a problem with the  hamburger menu view.  I set the Header, footer and left side bar to "Keep objects on view when scrolling pages" and it works fine when viewing large views, ie Desktop.  However, when I view the site at a smaller view, from 960px to 480px, the hamburger menu appears but  when I scroll down a longer document, the Header with the hamburger object scrolls off the of the screen.  How do I set it up so the hamburger menu always stays in view?

I have created several web sites prior to this and have never had this issue before.
