I have found that GIF images work fine in WX5, but only if placed at original size.

If you can prove this works you may need to recreate the gif at exactly the size required?

I agree, for reasons I do not understand your gif becomes a static image if placed in the header, it is also a static image if placed in the header in step 1 template style template structure

However

In step 1 template style, template structure, header background you can place it and it will maintain animation.

For your consideration, if placed in the header and the size is set to 350x423 in the current versions (v2019.3.??) animation works, it continues to be animated even at reduced size in the various responsive widths.

Hope that helps

(It > En) ... it can also be done like this, to be able to use the image in all sizes and positions ...
... attach the GIF image to the project, leaving the "files" folder proposed by default ...
... insert an HTML Object in the header, and paste this code into this object:

<img src="files/right.gif" width="100" />

... you can customize the width and height measurements, and you can also use percentage values (%), for example width="100%"

.
