Are you sure you have correct credentials for login? I assume this is if you want to update your website?
coulld also be firewall. or just a bad connection, it can be later on that it works again..

ah ok, that helps....
You need an internet provider (contract) to set your website on the internet.
The information you need to fill the page you have shown you will get from them. Without an internet provider you can make a website, but you won't be able to place it online.
Please make for different question a new post, this wat the search and help for other users is more clear.

Normaly you get with a new x5 version a licence for limited time free internet space but you have an older version so you need to find a provider so you can upload the website.
