Unable to send emails from the online form or access the admin page

I have setup an online email object but am unable to send emails.
The form says the email has been sent but I dont get anything.
I have tried several mail addresses usning my own address *** and Gmail plus Microsoft mail accounts,
I tried the PHP Mailer, then the smtp / Authenticated smtp mailer.
I know I have the email addresses correct with correct settings.
I am also unable to access the website management.
Which makes me suspect a PHP error. I have installed on the server PHP 8.1 is this not supported.
Do I need to manually set some items in the PHP scripts.
Been trying for the ast 3 days with diferent settings

Try PHP 8.0.
With most hosters, the mail domain must be the same as the URL domain.
Set and test a lower script quality for E-Mail Script Type.

I just remove PHP8.1 and installed 8.0 and now can access the onsite admin pages, however I now get the errors
The main server hosting the website is located in my office under www.si-tech.com.hk
The emails are hosted by noip.com
Now showing... the following tests failed
folder on server with write permission (/var/www/si-tech.com.hk)
MySQL Database settings
these were working ok before I installed PHP 8.0

Still not getting the emails to work
After downgrade the MySQL to version 8.0 i have the error screen If I select IGNORE the files are uploaded.
Why is it show the folder is not write permission but will copy.
I am unable to get the email working still.
I have tried all method in the email tab but it still wont send
I live in Germany and only have normal web hosting, so only the PHP version can be changed in the customer area. In addition, the mail domain must be the same as the web domain, otherwise the hoster will refuse the mails.
I have no experience with web servers. With normal web hosting you cannot install PHP or MySQL.
With web hosting, the directories usually also have write permissions, otherwise the directory would have to be given write permissions with an FTP program. Or you can contact the hoster's support staff.
